New Emissions from Obama

EPA: Emissions pose health risk

Decision paves way for more regulation of greenhouse gases

By Jim Tankersley WASHINGTON — The federal government's declaration Friday that greenhouse gases are a threat to public health marked a first step toward likely regulation of the tailpipe emissions of cars, power plants and factories that scientists blame for global warming.

The decision by the Environmental Protection Agency was a clear break with the Bush administration, which downplayed concerns about global warming, and set the stage for a possible national standard for vehicle emissions and other federal efforts to curb such pollution.

The Obama administration already is developing a plan to make the U.S. auto fleet cleaner by regulating carbon dioxide emissions from tailpipes. But the move Friday also gives it the capacity to either regulate larger emissions producers such as power plants or prod Congress to set limits, which the administration would prefer.

Lawmakers have begun debating legislation that would crack down on power-plant emissions, which generate twice as much greenhouse gas as cars and trucks. But the prospect of the White House taking action could push Congress to come to an agreement.

DOE Announces Request for Information to Support Hydrogen and Fuel Cell Market Transformation

February 2009

The U.S. Department of Energy (DOE) announced the issuance of a Request for Information (RFI) seeking stakeholder and public input on potential early markets and deployment opportunities for hydrogen and fuel cells. The information collected will help guide DOE Hydrogen Program efforts to identify key early markets and related green domestic jobs, validate hydrogen and fuel cell system performance through data collection and communicate results, cultivate demand and accelerate market development, and reduce non-technical barriers that hinder market penetration. Specific RFI topics include the following:

  1. Early Fuel Cell Market Applications with High Volume Potential
  2. Integrated Renewable Hydrogen Systems and Public-Private Community-Based Partnerships
  3. Using Biogas and Fuel Cells for Co-Production of On-Site Power and Hydrogen
  4. Combined Heat and Power (CHP) Fuel Cell Systems
  5. Using Combined Heat, Hydrogen, and Power (CHHP) Systems to Co-Produce and Deploy Hydrogen to Early Market Customers
  6. Analysis of Excess and/or Waste Hydrogen Sources

The RFI closes March 31, 2009. To view the full RFI and obtain information on how to provide comments, please see the summary of this opportunity on the EERE Financial Opportunities Web site and the full text of the RFI at DOE's E-Center.

Wikipedia Facts about Hydrogen

Here are some interesting facts about hydrogen I found on Wikipedia today. Currently, global hydrogen production is 48% from natural gas, 30% from oil, and 18% from coal; water electrolysis accounts for only 4%. Also the hydrogen internal combustion engine is said to be about 38% efficient, 8% higher than gasoline internal combustion engine.
